September's Meeting Resources

On September 17, 2019, the Children’s Caucus held its monthly learning session focused on Early Care and a Strong Start. Panelists from several organizations shared their expertise and recent data, research, and reports with over 30 participants attending the event.


The speakers were:


  • Reem Aly, Health Policy Institute of Ohio (HPIO);
  • Lynanne Gutiérrez, JD, Policy Director, Groundwork Ohio;
  • and Dr. Kelly Purtell, Crane Center for Early Childhood Research & Policy.



Reem Aly shared a big picture overview about how investments in early phases of childhood development makes a significant difference in later health outcomes. In HPIO’s research, they identified three policy areas that make a significant difference for children in terms of health outcomes and they are: 1) Evidence-Based Home Visiting; 2) Early Care & Education Programs; and 3) Prevention of Child Lead Poisoning.  


Lynanne Gutiérrez of Groundwork Ohio shared valuable information about the current early childhood care and education system, movement to expand and improve quality for children in Ohio’s FY 2020-2021 operating budget, and what lies on the policy horizon to continue momentum and progress in these areas.


Dr. Kelly Purtell from the Crane Center shared how quality early childhood experiences and care contributes to positive outcomes later in life. She also discussed what high quality looks like in programming, the types of policies that support this needed system change, and key recommendations on data linkages to examine the efficacy of these policy investments to drive future ones.
